Abstract:
Recently, much attention has been paid by university administration to the positions that their universities are taking in various Russian and international rankings. This is one of the components in accordance to which educational institutions are evaluated by the external environment. Another important assessment of universities are the results of "Performance monitoring at educational institutions of higher education" organized by the Ministry of Education and Science of the Russian Federation. Performance indicators, which are calculated under the monitoring, are used only to evaluate universities performance and do not distribute them into places. There are seven of performance indicators, five of which are principal and two others are extra.

The ranking is based upon a number of universities’ activities including the performance indicators as well as the methodology. It results in parameter values which explicitly affect the raking outcome.

More interesting is to determine whether the value of performance indicators influence the position of universities in the rankings. From a practical point of view, it might be useful for the university administration since it allows assessing changes of each of the performance indicators upon university rankings fluctuations.

Calculations are based upon data provided by universities while filling in two statistical forms of N HVE-1 "Information on educational institutions implementing programs of higher education" and N HVE-2 "Information on logistical and information basis, financial and economic activities of the educational institution implementing programs of higher education". The monitoring results (values of performance indicators for each institution), as well as positions in the ranking, are published in open access in the Internet.

One of the most popular Russian rankings was chosen in order to determine the relationship. In 2015 more than 200 universities participated in this ranking. A list of universities activities parameters necessary for calculating the ranking as well as performance indicators was compiled. Comparative analysis of calculating methods for ranking and monitoring was also organized.

Developed model of ranking building the as well as the factors that it contains, can be useful to higher education institutions managers for determining both the position and competitiveness with other universities. This will help in advance to take appropriate management decisions, in particular, increase university rankings value by changing performance indicators.
