Abstract:
As a modern aspect of education, distance learning has been increasingly implemented in Serbia. Many organizations and institutions introduce this new technology and adopt programs for distance education.
Introducing and organizing distance learning in Serbia encounter far more obstacles in comparison to the developed countries. Besides the issues of technical nature, there is also a problem of accepting a completely new approach to learning, as well as a new learning culture, data and copyright protection issues, problems with the (non)existing software etc.
Today’s aspect of organizing distance learning has been primarily based on the adopted foreign experiences in this field, whereas, very often our restricting and rather influential consequences of transition process are not taken into account.
Institutions that are included in this study are part of the state administration of Serbia. Research is performed on the sub samples of civil servants in order to check the structure of the difference in terms of their interest for extracurricular education, readiness for training and distance learning in the workplace and the reasons for introduction of e-learning.
On the base of research results and positive foreign experience, one model for e-learning in public administration is suggested, which include elements, specific for actual situation in our country.
