Abstract:
Modern trends in human resource management in the private sector, in the conditions of globalization and the digital economy, bring changes in the public sector. Personnel sustainability and reducing employee turnover in the public sector is the starting point for modernization, further computerization and optimization of public administration services for the citizen. There is no mentoring and coaching in continuous education in the public sector in the Slovak Republic. Mentoring with coaching improves the overall image of public administration and the work of individual offices in the eyes of the public. Coaching is a tool that reveals the potential of every public sector worker and develops it. Mentoring is focused on the professional transfer and reception of experience from professionally older employees, or external experts. The transfer of knowledge and knowledge usually takes place directly in the natural environment of the employee. The aim of the article is based on the analysis of the current state of education of public administration managers to design a model of education based on coaching and mentoring of employees. The survey is carried out in the form of a questionnaire. These was intended for employees in managerial positions in the position of employers, as well as for regular employees of self-governing regions. The article applies a questionnaire, which is aimed at finding out the current state of education of employees at the offices of self-governing regions in the Slovak Republic and their requirements for managers in the field of self-development, leadership education and career advancement. Based on the findings, it is possible to design a unified system of education of employees of self-governing regions in order to naturally and smoothly integrate education into the working life of employees. By improving the personal, digital abilities and skills of individual office employees, it is possible to provide e-government users with a higher quality of public administration services. The use of coaching and mentoring is a modern and effective tool for the development of public administration as a whole. The optimization of the system of education of managers in the public sector brings with it the satisfaction of public administration employees and thus the possibility of delivering a suitable, accurate and effective service to the public.
