Abstract:

High-tech transfer plays a important role in the sustained development of regional economic. It has important strategic meanings in new economic development phases. A major technology can produce significant benefits after the industrial scale is formed, but the process of the formation of industry scale must be based on and sustained by the process of technology transfer with the technology diffusion process and the movement of technology. Technology transfer is also an important support for improvement of the productivity and regional technological progress.
The content and formation mechanism of technology transfer has been discussed in Previous paper, but the inherent laws for technology transfer, technology transfer characteristics and mode of technology transfer still need expansion and deepening. Especially in complex environment such as multi-agent participation, multiple factors, technology transfer theory and practice need to improve.
The main problems in this paper come from the real world and it is a real problem. Because the technology transfer mode of the main region in Beijing has a different characteristic, it is important to find the mode and path of the technology transfer. The theory and practice question of regional technology transfer in Beijing will be expounded in this paper.
Although Technological gap Theory, Technology Life Cycle, Transfer of technology choice theory、Internalization Advantage Theory、relationship between the needs and resources have been founded, the research on technology transfer still need an analysis framework. The main factors of technology transfer need to be established. The law and mode of technology transfer need be analyzed. The practice path of technology transfer need to be found. Thus we can explore the Inherent mechanism of technology transfer based on the synthesis analysis of the technology transfer theory and the complex adaptive system theory. The application of the simulation method and the complex adaptive system theory is a new illuminating perspective in this paper. It can fill these gap of induction method and the deduction. the main contents as follow in this paper:
1. an analysis framework will be established by applying the relationship between the resource and need theory and complex adaptive system theory in this paper.
2. The operation structure of the technology transfer will be built. The different operation mode of the technology transfer will be established. It is a very important to grasp the characteristic of the technology transfer.
3. The Inherent mechanism of the technology transfer can be founded from a point of view of the complex adaptive system theory. The process of the technology transfer can be considered as a Collaborative behaviour of the different participators. It is possible to expound the operation law of the technology transfer.
4. Using survey data ,the rule system and Multi-agent dynamic mode can be construct. The simulation process of the Beijing regional technology transfer capability can be operated in Anylogic software platform. This process can be verify by the survey data.
Thus we can obtain the model of Beijing Technology Transfer ability and dynamic features of the technology transfer evolution. The path of the ability promotion of technology transfer can be found. The introduction of the policy factor analysis on the regional technology transfer capabilities can help to promote the Beijing region innovation ability.
