Abstract:

The timeliness of the scientific issues is determined by the development of social relations at present. This development, in its turn, is determined by changes in communication models that create new information culture and value system. The dynamics of change also leads to evolution of visions and ideas about the essence and development of contemporary social relations. Civil society is perceived as a synonym for democracy, community, humanity and altruism. Civil society is often defined as a third force that removes the hierarchical dependence between the state and the citizens. Others define it as an encouragement and expression of people's social goals.

Project research objectives are in line with the overall objectives of the National Strategy for Research in the Republic of Bulgaria 2020 and with the guidelines for supporting research, identified in the SRPA (Scientific Research Promotion Act) in particular:
- creation of new scientific knowledge;
- promoting and developing humanities and social sciences;
- solving important issues in the field of social processes and education.

Project objectives also contribute to achieving the specific goals of modern university education since they:
• lead directly to the improvement of the quality of work, in this case - by improving the academic training of junior researchers included in the project proposal; by adopting successful and up-to-date European practices in research activity;
• provide opportunities for more accessible and better education by funding highly-motivated representatives of the target group to participate in a wide range of national and international research initiatives;
• create favourable conditions for building sustainable and long-lasting partnerships.

There will also be notable consequences for the target group on the project who will acquire new knowledge and competencies, as the project will provide opportunities to upgrade academic knowledge; scientific contacts of the applying organization with educational institutions with proven achievements in the relevant scientific field will be expanded.

The main objective of the project is to study, analyze and present the techniques and means of manipulation via electronic media as an essential synthesis of the theory of informing science, in particular the perception of information, its impact on consumers and its effectiveness in the formation of knowledge.

As a result of conducted researches and analyses, an Informing science-based model for the formation and development of skills and competences in the use of information resources will be elaborated and approbated.
