Abstract:
The “Technical and Operational Strategy for European Integrated Border Management” of 2019 sets the European Union (further: the EU) member-states a task to develop and apply quality assurance mechanisms which concern the content and provision of teaching, lecturers, students and a teaching environment. Consequently, the planned outcome is that at the national level, the quality assurance mechanisms will promote an adequate and comparable competence level as well as will ensure that a constant assessment and improvement of training will effectively increase the ability of human resource reserves to fulfil the set tasks in the field of the defence of the EU external borders.

In turn, the practical experience testifies to the fact that some education institutions do not pay a high priority attention to an adequate functioning of the internal control system within the context of the activity of quality management systems as well as to its possible contribution to the study process quality assurance.
The research aim is to evaluate and define the practical return of organizational and administrative activities of internal control systems applied in law enforcement education institutions involved in the research – the impact on the study process quality.

The paper reflects and analyses the research process and results obtained by carrying out surveys in four law enforcement institutions and five education institutions in the Baltic States (Lithuania, Latvia, Estonia) providing the professional training of border guards and policemen. The obtained research and experience data will help the management of law enforcement bodies and their education institutions to identify the topicalities in the activity of the quality assurance systems concerning the organizational and administrative activity of internal control and will provide a scientifically valid frame for the improvement of the efficiency of control processes in education institutions.
