Abstract:
The significance of evaluating a quality management on the level of vocational education institutions has intensively grown and become very topical in the recent decades due to the increasing competition between these education institutions and society’s growing requirements to the activity of vocational education institutions. One of the most essential prerequisites for the quality assurance and the development of management processes is the creation and introduction of the requirements for a quality management system in education institutions, including also those which implement programs of vocational education and train employees for law enforcement institutions. The employment of various, alternative, frequently administrative or subjective decision-based, methods and basic principles in education institutions of this profile in the Baltic states, and the inability to ensure the use of quality management systems developed according to relatively similar principles and criteria, entail sustainability risks to the implementation a teaching process and to the quality of a specialized vocational education branch.

The aim of the research is to develop a model for establishing the basic principles of the development of quality management systems in education institutions which implement programs of vocational education and train specialists for law enforcement institutions.

Applying a hierarchical analysis method and assessing the resources and elements of a quality management system according to the criterion “Impact on the study process quality”, the paper describes the process of developing the model and reflects scientifically valid tools for establishing the basic principles of creating a quality management system in law enforcement education institutions.
