Abstract:
Through almost 40 years development of sino-foreign cooperative education in China, nowadays, there are 10 Independent university through the cooperation between foreign universities and Chinese universities such as the University of Nottingham-Ningbo, Xi’an Jiaotong- Liverpool University, Shanghai New York University, etc. More than 200 joint-education schools being one school of Chinese university like sino-french engineer school of Beihang university, and more than 1000 joint-education projects usually programmed in one traditional school of the Chinese university. So how to evaluate the education of such sino-foreign cooperative programmes is a special and huge issue in China higher education.

This paper firstly defines the three types of Sino-foreign Cooperation Higher Education Programme according to the cooperative way, which are sino-foreign cooperative independent university, sino-foreign cooperative school and sino-foreign cooperative programme. Then the paper introduces the development situation with some typical examples and the rising challenges like isolation for COVID 19. The main part of the paper explains the general standards of evaluation and assessment procedure corresponding to three types of Sino-foreign Cooperative Higher Education Programme monitoring by Chinese MOE. Finally, this paper analyzes the commonness and difference between accreditation and assessment for sino-foreign cooperative education. Through the above outline, this paper intends to share with colleagues from all the world the idea that cooperative education is very exciting, challenging, fruitful and meaningful. Benefits from the transnational cooperative education is not just served to students, but to teachers, universities, nations and multi-culture.

No matter transnational cooperative education or the other kinds of higher education, education quality is the eternal issue for educators. Accreditation or assessment often is called the after-test. Actually, education should emphasize the cultivation procedure monitoring. Concerning the high level educational quality, the training mode and universities strategies are the most important. So as we have seen, Sino-foreign cooperation higher education programme, being one special part of Chinese higher education, are playing more and more important role on the education innovation in China.
