Abstract:
Russia began to pay attention to the development of vocational education for people with disabilities at an early stage. The government actively helps persons with disabilities to acquire vocational skills, attaches great importance to the development of vocational skills and employment of persons with disabilities, and implements nationwide programs of secondary vocational education.

The Constitution of the Russian Federation enshrines the right of everyone to receive an education without limitation due to their health condition. Further mechanism of realization of the constitutional norm is revealed in federal laws: from 24.11.1995 № 181-FZ "About social protection of disabled people in the Russian Federation" and from 29.12.2012 № 273-FZ "About education in the Russian Federation".

Because of the special legislation and the relevant policy support, vocational education of persons with disabilities is well developed in Russia. As a result of the СПО project, a special vocational education organization (БПОО) has been established in Russia, as well as a structural branch of the Vocational Education Organization (РУМЦ СПО) that provides advisory, expert and methodological support for inclusive vocational education and training at the national and interregional levels. In this way, it is ensured that persons with disabilities receive appropriate vocational education, and in the process, a regional support system for vocational education of persons with disabilities is constructed for the development of inclusive vocational education. From 2018, annual data monitoring and reports on the basic vocational education institutions participating in the СПО project will be conducted, the existing forms of activity of each vocational education institution will be analyzed, the development of inclusive vocational education in each region will be assessed by specific indicators, and the best practices of vocational education of persons with disabilities (represented by different educational institutions) will be found.

In view of this, the paper makes recommendations for the development of inclusive vocational education for people with disabilities by analyzing the Russian СПО project and the experience of various vocational education organizations and institutions formed during the promotion of this project.
