Abstract:
The purpose of the Bologna Reform is the comparability of study programs. For this reason, the Bologna Reform challenges higher education institutions to align or build up their study programs, the study courses in there, the learning units therein, and the formats in which the courses are produced, in a competence-oriented manner in the future. Qualifications Based Learning (QBL) is an approach to provide a generalized approach for representing competencies/qualifications.

The study courses are presented in different formats, increasingly in so-called Learning Management Systems (LMS). In our example, we use the LMS Moodle. To give more flexibility to courses and for example to give learners the chance to skip single parts of a course, we provided the possibility to add Competency/Qualification Profiles (CQP) to courses and learning activities of courses as condition and goal profile.

In this paper we will show, how Moodle can be extended the way, that is possible to install courses dynamically. Dynamically means in this case, that the learners will be able to get only the learning content of a course, which they have to learn according to their personal CQPs.

After analysis and conceptual modeling, how the solution can be implemented, this paper will present a prototypical implementation as well as a first evaluation. The paper closes with a summary and an overview of open challenges.
