Abstract:
The public administrations are in the process of being forced to undergo structural change. On the one hand, the federal states' debt brakes and demographic change mean that in future the administrations will have to provide public services more effectively and efficiently with fewer employees. On the other hand, the European and country-specific legislations require new approaches in order to be able to comply with the statutory digitization requirement in an ambitious time window.

The core of the structural change is a future-oriented organizational development and personnel policy, which makes it possible to develop internal administrative processes in such a way that excessive bureaucracies can be dismantled and IT opportunities can be sustainably developed.

As part of this paper, the personnel developments that are transforming due to digital change are defined in a guideline to authority 4.0. Essential contents are IT-basics, agile working methods, handling data and digital knowledge management.
