Abstract:
In 2019, The State Council of China released the National Vocational Education Reform Implementation Plan, among which the "1+X" certificate system pilot "has attracted attention widely. As a major reform content of vocational education, the "1+X" certificate system encourages students to actively obtain multiple vocational skill certificates while obtaining academic certificates, so that it become an important measure to promote the reform of training mode and evaluation mode of technical skill personnel training and improve the quality of talent training. The factors behind popularity of the "1+X" certificate's examination, such as low authenticity of relative intrinsic value, low qualification of training organizations, unclear responsibilities of pilot colleges and universities, have gradually become issues that the government, schools and individuals need to think about.

In this paper, questionnaire survey is used to investigate and analyze 10 pilot majors in Shandong Maritime Vocational College, the third batch of pilot colleges of "1+X" certificate system of the Ministry of Education of China. Through the investigation of the reasons, influencing factors and application direction of the certificate, the paper studies the forms, causes, problems and countermeasures of popularity of the "1+X" certificate system.

The results show that 52.1% of the students believe that the bonus of vocational education policy has improved their motivation to obtain the certificate. After obtaining the certificate, it is not only a kind of academic honor, but also can increase employment opportunities. 28.6% of the students thought that the teacher required them to take the exam, so they would choose to take the exam to avoid academic loss. 37.2% of the students believe that certificates are very popular on campus, but enterprises outside the school do not recognize them, 42.6% of the students think that there is a phenomenon of "fake training and random certification" in the process of obtaining certificates, and 56.8% of the students think that certificates obtained do not really play a role in employment.

At end of the article, the author analysed the forms, reasons, and problems in behind of popularity of "1 + X" license certificate based on the result of investigation, and put forward the coping strategies, to improve the vocational education and training system, promote the education teaching reform, deepen teaching fusion, improve the employment can produce has the certain practical significance and reference function.
