Abstract:
Relevance of the research:
It is complicated enough to distinguish characteristics of a learning and intellectual organization as it is possible to consider a learning organization as certain stage before it becomes a smart organization. Constantly learning and developing employees directly influence the implementation of higher, organizational aims inducing outbreak. Intellectual capital of an organization is one of the most important components of a learning organization, which if properly developed create the real possibility for becoming a smart organization. There are a lot of theoretical insights and empirical researches, which analyze development of human resources, learning organizations. However, not enough attention is paid to processes of transformation of a learning organization into a smart organization, during which conditions to use thinking potential are formed for using thinking potential by enlarging the value of human capital. The need to define guidelines for process development in order to evaluate uniqueness of organizations emerges.

Problem of the research:
What is the process of learning organization transformation into a smart organization and how does potential of human resources at a learning organization develop into intellectual capital?
What are development conditions for transformation of a learning organization into a smart organization and how does potential of human resources at a learning organization develop into intellectual capital.

Aim of the research:
Having analyzed development conditions of transformation of a learning organization into a smart organization, to present approaches to development of human resources’ potential into intellectual capital.

Methods of research:
Analysis and synthesis, comparison of scientific literature, content analysis.

Main Findings:
Guidelines of expansion of human resource potential by intellectual capital for a learning organization to get transformed into a smart organization have been determined. Having determined features of transformation of a learning organization into a smart one, the ways to improve the process, due to which the potential of an individual and used potential by the organization have been determined by referring to systemic approach, and evaluating its uniqueness. Despite the processes induced by globalization, models of intellectual capital development have to be adapted and developed considering socio-cultural environment where organizations function.
