Abstract. The aim is to substantiate the mechanisms of public administration, the use of which is necessary for the development of the educational potential of elderly citizens. Today in Russia there is an understanding of the need to create conditions for the development of the educational potential of elderly citizens, for maintaining a socially active and happy life, as well as for working.
The educational potential of elderly citizens is considered as one of the elements of human capital, the ideas of its development are successfully implemented in the 21st century. Overcoming negative stereotypes, society and public authorities are gradually coming to the realization that after retirement people can be a part of the human capital, an integral element of which is the education. But in addition to the desire of citizens the institutional conditions should be created with the help of public administration. They include mechanisms of legal, organizational, social, public-private partnership. We used a comparative legal analysis of the legislation of Russia, Germany, the Czech Republic and Spain; applied a theoretical and comparative analysis of the experience of countries where there are the conditions for the development of the educational potential of elderly citizens. The scientific novelty consists in the substantiation of the characteristics peculiar to different types of public administration mechanisms. And, the scientific novelty of the study is the proof that the social mechanism also affects the view of state servants who develop laws and strategies under the influence of specific values.
The idea of integrating the elderly into the modern life and into the educational space was developed in the Madrid international plan in 2002. In Russia, they formed the basis for the development of a Strategy for action in the interests of the elderly in Russia up to 2025 and of the Federal project "Elderly generation". In Russia, educational programs for improving the quality of elderly people’ life are being implemented in 2014-2018. Basically, they are implemented in the form of elderly schools, which are usually created at social service centers. But because of stereotypes, the content of educational programs is very limited to teaching information technologies and obtaining new qualifications.Keywords:
