DIGITALIZATION AND EDUCATION IN THE COVID-19 PANDEMIC TIME. ROMANIA CASE-STUDY

Abstract:
In the pandemic context, the recurring problem is the uncertainty that spreads at the level of any kind of economic activity, as well as at the individual mental level of each citizen. The lack of opportunities to estimate the magnitude of the economic impact and the effective resolution of the problem caused by the context of COVID-19, implies the proposal of a new model of operation of Romanian society. The need to reshape the management of the existing system increases as technology sectors are discussed, where digitization is a key to increasing productivity through systematic process automation.

Regarding to Romania's economic statistics during this period, a different approach to public system services is required, namely digitization. An infrastructure consisting of digital end-to-end processes, in which it will tend towards the absence of bureaucratic labyrinth is the solution to ensuring a productive and safe environment in the event of unpredictable disastrous events. Stabilization of business operations must be supported by the implementation of proactive measures such as accelerating the digitization strategy to optimize processes. Contractual arrangements with IT service providers, both data security and industry-related regulations, also need to be rethought.

During the pandemic period, Romania is facing the challenge of re-configuring the education system for adapting both students and teachers online. This was a positive change, especially for university environments of technical profile, as it offered the prospect of an alternative approach to the study for the Romanian space. It also expanded the ability to participate continuously and have access to information remotely.

On the other hand, referring to the rural environment and the lack of digital experience for both teachers and pupils from pre-university classes, for them the experience was a barrier, which resulted in a setback. Is that why our country is prepared to be modified according to new parameters on accessing information, if the majority is not willing to adapt to the digital environment in a learning context?

One year after the first day that schools in Romania closed and education passed online, 40% of pupils from disadvantaged backgrounds, most of whom enrolled in rural schools, did not attend school online, warns World Vision Romania. As a result, students who did not have access to the internet lost 24 weeks of school.

Regarding digitization, another statistic states that by the end of 2030, there will be completely new jobs. In the context of technological acceleration, it will discuss about cyber warfare and the conduct of all daily activities in the online environment. Therefore, there will be a need to reshape market needs in order to ensure the fullness of the skills needed for each individual to meet new digital challenges. Thus, the pandemic context would no longer entail a decrease in business profit if their management had taken place at a level with as few physical implications and out-mentions as possible.

In conclusion, this paper presents the major problems faced by Romanian education during this period and how digitization and online learning managed or not to replace face-to-face learning.
