Abstract:

The modern strategies for the development of society place great hopes and expectations on education and science, emphasize their key importance for a competitive economy, a completely different socio-economic environment, and a new way of life. Priority in the development guidelines is the creation of elite educational structures, the development of innovative technologies, ensuring a higher quality of life. The main prerequisites for the implementation of these guidelines are the generation of knowledge through research, the dissemination of knowledge through education and the application of knowledge through innovation.

The mobile learning is a relatively new form of education, but it is gaining more and more popularity and support. It is emerging as one of the possible solutions to educational problems both in Europe and around the world. Several organizations stand out as leaders in its promotion – United Nations Educational, Scientific and Cultural Organization – UNESCO, International Association for Mobile Learning (IamLearn), European Bureau of Library, Information and Documentation Associations (EBLIDA) and others. These organizations appreciate the potential of mobile technologies to overcome educational challenges and in recent years have made serious efforts to promote the inclusion of mobile information and communication technologies in new educational approaches and policies.

This paper presents the Information base: “Institutions – leaders in the sphere of mobile education and mobile digital libraries”, created during the implementation of a research project entitled “Information portal for mobile learning and mobile access to library services and resources”, Contract №KP-06-M35/2 from 18.12.2019, led by Chief Assist. Prof. Elisaveta Dimitrova Tsvetkova, PhD. The main goal of the project is through a systematic study of the issues related to mobile learning and mobile access to library services and resources, to achieve new scientific knowledge, combined and presented in a common information Internet portal, through which to reveal and summarize the positive changes which information technologies cause in the modern society in terms of new opportunities for access to education and information.

The main goal of the research presented in this paper is to study, systematize and analyse information about the leading organizations in the field of mobile education and mobile digital libraries, to popularize the Information Base created under the mentioned scientific project and last but not least to emphasizes the essential role of a single information internet portal to bring together information on these issues.

The methodology applied for the realisation of the study includes instruments for observation, search, systematisation, summary, and analysis of traditional as well as electronic information sources.

In summary, this paper and the described project aim to promote the established Information Portal and Information Base for mobile education, mobile digital libraries and for institutions, leaders in this field, as well as to emphasize the key importance of the inclusion of the new information and communication technologies in educational and information provision today.
