Abstract:
Since the beginning of 2020, the COVID-19 emerged and broke out in most provinces and cities, which has negatively impacted the economy and social stability, including the Education sector. Children, students have had to stop going to school for months, learning and teaching moved online. Many important tasks cannot be carried out as planned, which made significant impact on the staff development, finance, teaching - learning activities, education quality insurance and also the mental health and well-being of teachers, students and parents. Based on analyzing the current status of teaching and learning during school closures due to COVID-19; school, student and family readiness for online/distance learning; learning support for disadvantaged students during school closure; advantages and disadvantages during online teaching & learning; emergency response planning (pandemic, natural disasters, etc.) of the education sector, the paper proposes strategic solutions on:
i) Policies and management mechanisms to ensure emergency response, focusing on support policies for learners, teachers and schools when situations such as pandemics, natural disasters occur;
ii) Policies to ensure social security and welfare during and after emergency situations;
iii) Policies to ensure the effective implementation of curriculum and teaching plans (strengthening resources, improving capacity for staff, etc.).
