Abstract:
The period of years 2001 - 2010 can be considered as very fast development of Vietnamese education system in many aspects, from scale to network of edutional institutions. That is the great archievement of govermental eductional strategy to make educational services better for its every citizen. As next phase, the period of years 2011 - 2020, education development strategy aims to thoroughly grasp and concretize the guidelines and orientations for education and training renewal. Learning from the success and the faults from the first phase, many changes are made to improve the effectiveness of the policy. The present report takes an overlook of first half of this period from 2011 - 2015 as a midterm review to proviode facts and arguments for further admendment and development in second half of current phase. The main archievements obtained from 2011 - 2015 are an improvement in education quality at different educational grades and training levels; in social equity in access to education, the contingent of teachers and educational administrators rapidly increased in number and gradually improved in quality, non-public education developed, especially in vocational and tertiary education. Moreover, our analysis also pointed out that increasing and diversifying investment resources and renewing the financial regime for education would give an effective improvement in education quality. A set of recommendations are proposed to comprehend the stratergy in next years.
