Abstract:
The article describes the current state of training and education of local municipality employees, voluntary fire brigades and groups operating in the field of security on the local levels. The analysis of the current state in the area of security and safety in the selected municipalities was done by questionnaire and personal survey. Personal survey was done on a selected sample of municipality citizens, employees, local enforcement officers and voluntary fire brigades. In case of the questionnaire, we focused on randomly selected citizens of a municipality. Based on the analysis of the results, we designed a plan for education and training for municipalities in the fields of security and safety. Methods of regression and brainstorming were used in designing the plan, both of which are described in more detail later in the article. The article also contains the designed training plan focused on preparedness, communication and mutual cooperation of subjects operating within the borders of the municipality when dealing with extraordinary incidents. As part of the lifelong learning programs, there is a range of courses focused primarily on the employees of a municipality. Most of these courses are focused on accounting, municipality management, project preparation and similar topics. The main drawback is, however, the absence of courses which would increase the quality of security forces within municipalities, especially when it comes to preventing or solving crisis and serious incidents.
