Abstract:
Clusters are today recognized as an important instrument for promoting industrial development, innovation, competitiveness and growth. Although primarily driven by the efforts made by private companies and individuals, clusters are influenced by various actors, including governments and other public institutions at national and regional levels.

The research aims to find out an efficient way to develop competencies for university students. It studies how to model the outcomes-based competence profile and to create the applied competence clusters (ACC). The authors consider the Applied Competence Clusters as an integral part of the "Research Campus", a dedicated future concept of the Shadrinsk State Pedagogical University. Therefore, they are situated at the heart of their respective research areas connecting the excellent research and multidisciplinarity from the associated Research Departments with effective highly specialized technology transfer.

The purpose of the paper is to analyze the applied competence clusters (ACC) of the European universities and to present two applied competence clusters of the Shadrinsk State Pedagogical University: the ACC foreign language Technology and the ACC sports Technology.

The authors developed online courses “Foreign language for bachelor and magister” and “Management in the sphere of physical culture and sports” (https://eos.shspu.ru/) in a learning management system MOODLE which can be easily integrated into classroom activities. The purpose of the courses is to implement such effective learning methods as intensive practice through tasks, real-life lesson models and situations, interactive tasks for the developing of students' competencies. The developed courses were successfully introduced into an education process. The results of placement and final tests show a significant improvement in the way the developing of students' professional competencies.

The ACC foreign language Technology is focused on the evaluation and transfer of promising new technologies and methods in the broad field of multicultural communication and business foreign language. Applied competence cluster contains such competencies as communicative, cultural, intercultural, soziocultural and others.

The ACC sports Technology is focused on the evaluation and transfer of promising new technologies and methods in the broad field of management in the sphere of physical culture and sports. Applied competence cluster contains such competencies as economic, managerial, socially personal and others.

For the modeling of outcomes-based competence profile are necessary various innovative methods of teaching. The authors offer such methods as microteaching, method of group dynamic, methods of training and consulting.
