Abstract:
The purpose of this research is to analyze the empiric facts of Driving Factor/ Daya Pendorong (DF) and Pull Factor/ Daya Penarik (MF) in vision development, leadership, decision maker, communication, team cooperation for Competency Test using OSCE Method in Study Program of Nursing Profession (Ners) in UPH. The research uses qualitative descriptive/ naturalistic approach and case study. Research is done through interview, observation, documentation study, where the researcher becomes instrument in collecting data which is done in snowball approach.

The research result is analyzed by SWOT, it shows that Ners Study Program in UPH have already the scenario of the implementation of competency Test using OSCE method adaptively and generatively which is stated in Development Plan, as the result of the implementation of strategic management, learning organization and team learning. Driving Factor is built by the awareness, belief, commitment, trust, respect, discipline, transparency, and responsibility.
Pull Factor from the aspect of Mission development is built all together with the component of civitas academic and the stakeholders, Leadership Development is built through collaborative, autonomy, accountable, and transparent aspects, Decision Development is based on deliberation and consensus which refer to the running regulation, Communication Development of Internal – External Relationship is run interactively with the support of IT, intra and internet, Rewarding Development such as giving certificates, scholarships, incentive, training and education which is needed by lecturers, while for the students, they got certificates, the opportunities to join student exchange, bonding time cutting down.

The research implication is in the form of alternative development of conceptual method of Competency test using OSCE method. Recommendation is informed to the head of Study Program to implement alternative development of conceptual model, considered that Nursing Profession in UPH have driving and magnetic force that can be developed.
