EFFECTIVENESS OF TRAINING FOR THE UNEMPLOYED (ON THE EXAMPLE OF REGIONS OF THE RUSSIAN FEDERATION)

Abstract:
One of the training types is the training of the unemployed. The main purpose of it is to return the unemployed to the state of employment. That is why tracking the fact of employment of the unemployed after training is an indicator of its effectiveness. High employment rates after training indicate that the training programs are well-chosen, low indicators indicate that the training programs do not meet the needs of the labor market and that such programs need to be revised. Thus, the purpose of the article is to evaluate the effectiveness of training of the unemployed in the regions of the Russian Federation.
The main hypothesis of the study was that modern training programs for the unemployed are differently adapted to the needs of regional labor markets. To test this hypothesis, there was constructed an econometric model, in which the number of unemployed people who were employed after training was used as a dependent variable. The number of unemployed people who were trained and the socio-economic characteristics of regional labor markets (the unemployment rate in the region, the share of women in the number of unemployed, the standard of living in the region, etc.) were used as independent variables. There was used regression analysis to evaluate the model. As an empirical base of the study, we used homogeneous data from regional Employment Services Centers for 2019.
As a result of the analysis, the following conclusions were obtained. First, the regions of the Russian Federation are highly differentiated in terms of employment of unemployed people who have been trained in the direction of Employment Services Centers. The coefficient of differentiation was 23.16. Second, when fixing the socio-economic characteristics of regional labor markets, differentiation was also revealed in terms of employment after training. In other words, differences in the effectiveness of training for the unemployed depend not only on the state of regional labor markets (its influence was revealed), but also on the quality of training programs for the unemployed and on the degree of compliance of these programs with market needs. Based on the results of econometric analysis, there was constructed a typology of regions based on the quality of their training programs for the unemployed.
The next step of the research was a content analysis of training programs for the unemployed in order to compare programs in different groups of regions. It was found that in regions with low efficiency of training of the unemployed, individual training programs for the unemployed are either absent or are part of the training programs for certain categories of citizens (for example, people of pre-retirement age or the disabled). At the same time, in regions with a high level of efficiency of training of the unemployed, training of the unemployed is one of the directions of regional employment policy, and there is carried out monitoring of its implementation.
Thus, to improve the effectiveness of training for the unemployed, it is necessary: first, to form separate training programs and keep records of spending in this area, and second, when developing such programs, take into account the specifics of the regional labor market.Keywords:
