IN-DEMAND OCCUPATIONS AND SKILLS, REQUIRED FOR WORK IN THE ARCTIC ZONE OF RUSSIA

Abstract:
An urgent task for the Russian Federation Arctic zone development is the saturation of the Arctic territories economies with qualified personnel. The problem of training personnel for work in these conditions is the most acute in comparison with other territories of the Russian Federation. This is due to severe natural and climatic conditions for the life and professional activity of a person in the Arctic.
Overcoming the structural discrepancies between personnel training and the employers’ demands is one of the tasks for the vocational education system. To solve it, information about which occupations and skills are in demand on the labor market is necessary; what a graduate should know and be able to do; what are the professionally important qualities he must have in order to work in the Arctic. In addition, such information is the basis for systematic vocational guidance for young people aimed at promoting work in the Arctic, forming an internal motivation for the conscious acquisition of demanded Arctic occupations.
A sociological survey of leading employers acting as the main users of personnel was conducted. The purpose of the survey was to reveal the demanded occupations and skills necessary for work in the Arctic. The tool for conducting the survey was an interactive questionnaire on the federal information portal "Staffing for the Development of the Arctic Zone of Russia" (http://arctic.labourmarket.ru).
To participate in the survey, a list of the largest employers was formed, which are the "drivers" for the development of territories in the priority sectors of the economy of the Russia Arctic zone. For example, PJSC Gazprom among the most id-demand Arctic occupations noted the oil and gas production operator, the machinist of technological compressors, the fitter in instrumentation and automation. Among the most professionally important qualities that employees should have in view of the specifics of work in the Russia Arctic zone PJSC "Norilsk Nickel" allocates strong physical health, high level of labor and technological discipline, ability to work in stressful situations and in conditions of increased labor intensity, conscientiousness.
The list of popular Arctic occupations and skills specified was specified with the participation of employers. This list is the basis for determining the structure of personnel training and retraining, the opening of new education specialties and training centers, connecting educational resources of other Russia regions and attracting labor migrants, career-guidance work. Thus, in the Arkhangelsk region, in connection with the active development of the diamond mining industry, training in the following educational specialties was reopened: underground mining of minerals, an open-cut mining engineer.
The solution of these tasks will increase the managerial decisions effectiveness in the system of vocational training, will reduce the structural discrepancies between the training of qualified personnel and the needs of employers' organizations in the Russia Arctic zone, and increase the balance of labor markets in the Arctic regions in terms of their occupational qualifications. All this, in turn, will ensure more effective development of this strategically important territory of Russia.Keywords:
