Abstract:
In connection with the establishment and existence of the European Research Area (ERA), the European Council also addresses issues related to the occupation and career of researchers (human resources) within ERA. It is the lack of researchers in some key areas that could potentially hamper the innovative strength, knowledge skills and EU productivity growth.
Therefore, in 2005 the European Commission published the European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers. It is a recommendation that binds research institutions to create and provide their researchers with friendly working conditions, professional development and transparent recruitment procedures. These recommendations are intended for researchers, employers and financiers working in both the public and private sectors.
Also the management of the Global Change Research Institute CAS – CzechGlobe believes that it is the quality of employees that the success of the institution can be built on, and therefore it pays particular attention to the issue of human resources management. The logical outcome of the adoption of the Charter and the Code of Conduct and their implementation in the institutional policy through Human Resources Strategy for Researchers (HRS4R) should be the acquirement of the quality certification mark in the field of human resources „HR Excellence in Research Award“. CzechGlobe registered in the process of acquiring this certification in June 2018. In addition to the above-mentioned key benefits of HRS4R implementation, the incentive bonus for institutions holding this certificate is also a higher financial contribution in some science and research support programmes (e.g. HORIZON 2020, Technology Agency of the Czech Republic).
