Abstract:
The right to education is one of the entitlement guaranteed to the citizens of the Slovak Republic by the Constitution of the Slovak Republic. The school system in the Slovak Republic comprises of three levels. Individual levels are handled by various public authorities, including finance. Specific funding have church and private schools, which are in addition to public funds financed through church or private sources. Funding of public elementary schools is one of the duties of cities and municipalities. From their budgets they are required to allocate sufficient funds to ensure proper elementary education. Cities and municipalities are one of the bodies that form the public administration in the Slovak republic. One part of their budget – expenditures are broken down into different areas (programs) that pursue common goals.
The aim of this paper is to examine the impact of education on regional development based on the evaluation of statistical data obtained from the final accounts of the regional capitals. Identified findings will be compared with other indicators of regional development, and thus the correlation between education and regional development will be determined. The result of the paper will be the proposal of the percentual amount of money from the budget, which should be invest into elementary education by regional capitals and another big cities. Through sufficient financing of education can all cities ensure the desired level of education to all children permanently living in their territory.
