Abstract:

Open Educational Resources (OER) in early childhood education (ECE) are gaining prominence; however, their scalability across institutional contexts remains underexplored. Thus, this paper shares empirical insights from the evaluation of the scalability of the AGENTIVE multilingual OER, namely a collection of open digital stories and pedagogical activities designed for reuse across educational contexts. The evaluation was conducted through two online focus groups with library professionals and aimed to identify key barriers and opportunities affecting the large-scale adoption of OER in ECE by libraries. The study adopts a Design Science Research (DSR) approach in which the AGENTIVE OER serves as the design artifact, while the focus groups are used as the formative evaluation method to assess scalability. Findings highlight the importance of openness, multilingualism, modularity, and offline/online accessibility in supporting institutional adoption, while also revealing how organisational readiness and infrastructural conditions influence scalability across contexts.
