Abstract:
Electronic Government (e-Gov) is an important application field for the transformations that governments and public administrations will have to undergo in the next decades. Therefore, to transform the e-Gov into the e-Governance, the e-Gov research needs to be based on a robust theory, modelling approaches, and planning to promote citizen better environments.

In this scenario, a critical issue is to generate actions to alleviate and mitigate present and future climate impact by diffusing the determining role of energy use and its potential environmental and economic consequences. Therefore, it is necessary to inform citizens on the ways to contribute by modifying energy user’s culture, improving their dwelling conditions or replacing technologies to ultimately reduce their energy consumption.

Energy is considered a key paradigm and a hot topic among researchers and practitioners, if associated to internet of things could open an efficient channel towards social integration to sustainable energy transitions by supporting the improvement of citizen quality of life, and as well to serve as a tool to face the climate change challenge through a better use of energy at the household internal system.

This research aims to analyze and define citizen culture over energy consumption. A self-administered questionnaire of 50 items was utilized to capture data from citizens living in north Mexico by the border with United States. The majority of the constructs were measured using multiple items adopted from existing literature (reflective measurement) and used a seven-point Likert scale anchored between “strongly disagree” (1) and “strongly agree” (7). However, the wording in the items was slightly modified to fit research purposes.

This study empirically tested the effects of culture (education) on the energy efficiency among citizens, using several human factors such as the knowledge, personal skills, motivation, and education that shape citizen culture and enable them to positively impact their energy savings actions. The information we collected aimed to reveal the drivers behind performing equipment maintenance for improved performance, regarding energy waste and technological upgrades.

Within the scope of this research is the implementation and development of mobile software using Scrum methodology to help citizens and governments to improve their energy efforts and help them reduce and be aware of consumption.

As conclusion we may say, citizen in Mexico has a low energy awareness culture and we validate they are able to change and adapt new ways of reducing energy waste at homes. They also look positive having a tool as an app to help themselves to fight against this energy management. It is important to remark the opportunity to co-create between citizen and government.
