Abstract:
According to World Health Organization (2009, 2010) the number of newborns receiving the specialized neonatal help increases. Often this kind of deviation becomes minor, it appears in different options in speech mastering of 1-2 years old children.
Opportune occurrence of oral speech has a special meaning for prevention of various disorders of psychic (mental) development. Phonematic hearing is an initial process for oral speech genesis and operation. It is arising on the first year of life in verbal environment (R. Levina, 1968, A. Luria, 2000).
We assumed that there is correlation of phonematic audition overbuilds sound high-rise audition and correlate with it in aural impression of the child.
At the heart of sound high-rise audition lies an understanding of height of a sound which represents the subjective quality of a sound caused by frequency, that means number of fluctuations in unit of time, second, or length of a wave. Sounds can be defined as low or high. At the heart of such concept as sound high-rise audition, lies ability of the person to distinguish and reproduce sounds on height.
Therefore, there is the subsystem of acoustical system responsible for perception of the sound high-rise relations which surely includes motor links, as well as all acoustical system as a whole. In speech hearing a leading motor link is the articulatory motility, that is movements of the articulatory device. This place in sound high-rise hearing is occupied by voice folds and their movements.
In prespeech development vocalizations and vocables as arbitrary acts of management of own voice device appear much earlier an articulation motility and testify to existence at the baby of sound high-rise hearing. Thus the maturity of sound high-rise hearing in many respects depends on an emotional painting factor and musicality of the speech of the close adult turned to the child.
Careful inspection of sound high-rise and phonemic hearing of 158 children of the third year of life with deviations in mastering by speech and 22 children of the same age period with normal speech development allowed us to reveal correlation of these two processes.

The revealed correlation allows to create special psycho-pedagogical conditions for babies of group of risk for the purpose of timely mastering by oral speech and the prevention or compensation of possible violations in development.
