Abstract:
Open Educational Resources (OER) play an important role in modern education, providing accessible and adaptable learning materials. Assessing the quality of OER in digital libraries is essential for ensuring their effectiveness in facilitating efficient learning. The aim of this paper is to develop an effective evaluation methodology for OER to ensure quality education. This paper provides an in-depth overview of OER Assessment Methodologies (OER AMs), exploring their development and practical application. In order to do this, authors examine several existing approaches or frameworks for measuring the quality and impact of OERs, such as #IE_RED, CEDEC, and UNESCO standards, highlighting their strengths and weaknesses.

The study also aims to determine the basic Key Performance Indicators (KPIs) associated with OER. Drawing on a literature review and the UNE 71362 standard, a new weighted evaluation methodology is proposed as a checklist that filters essential features, covering content, didactics, technical characteristics, accessibility, and inclusive communication. Results highlight that existing OER AMs do not fully meet all KPI requirements, emphasising the need for a new and optimised OER AM or rubric tailored for widespread use in higher education.

To sum up, this contribution enriches the ongoing discourse on OER assessment, offering insights to guide future developments in the field. The paper underscores the importance of an adaptable and comprehensive assessment methodology that supports OER in ensuring efficient learning outcomes, thereby contributing to the continuous improvement of educational resources.
