Abstract:
This paper of investigation is classified on the categorial scheme of mapping, tracking, description and analysis of the different programs of financing that exists in Latin America, to assure the access to the higher education, from the undergraduate studies, to the posgradual studies in the diferent academic and disciplinary programs that exists, according to: university categories standardized and the quality tests of every country that integrate the sothern cone.

To conclude with a proposal and financing model that students and future applicants to tertiary education can have as an informative document, which allows to identify how much money and other items the student must consider to invest and finance their higher education.

The higher education has been an issue that has disturbed to the students of high school, after they finishes this space of formation, due to the uncertainty that is generated regarding the money that must be invested to culminate the basic competences required by a particular discipline of knowledge.

However, the present investigation allowed to establish a financing route for higher education from two models. The first has realtion with the mechanisms and ways of educational internationalization, which are composed of: strategic alliances between states and countries, universities and institutional agreements, curricular mobility, the mobility of students and teachers, and, virtualized education.

Finally, its exposed a financing model of higher education, pointing to the money that an applicant or student must include when starts a certain level of education, that is structured in tertiary education: Undergraduate - Bachelor, Postgraduate - Specialization, Master's, Postdoctoral Doctorate in Latin America using the standardized international currency corresponding to the dollar (USD).

Methodologically the investigation project was directed from the mixed type modeling. Referring to qualitative methods of collecting documentary information, through the tracking and mapping of information of each entity that regulates the quality of higher education, the control agencies and the financing programs of tertiary education established by the channels of each country of Latin America. The second method response to the quantitative, using the recollection tool of data, poll, directed to 552 students and to 20 rectors from different Latin American colleges using the Likert scale making possible to establish the scale of measurement of perceptibility and acceptance of a financing program of higher education, for its subsequent treatment and program proposal.

If an applicant starts his professional career in 5 categories from undergraduate to postdoctoral studies, with the information collected and analyzed from universities and institutions in Latin America, the costs in Colombian pesos during 17 years, in category A universities, would be 120971.97 USD; in category B, 92305.36 USD, but in categories C and D could only go to Master's degree, because these institutions doesn’t have doctoral and postdoctoral programs and the budget of people from the lower stratum would not reach their resources.
