Abstract:
Improving the quality of education primarily concerns the professional development of teachers. Educational policy and social tendencies orient the modern teacher to the development of his/her psychological and pedagogical competence. Some teachers underestimate the importance of psychological and pedagogical knowledge in professional activities. This is due to the fact that traditional forms of professional development are used, which do not always increase the motivation to master psychological theories and pedagogical concepts.

The aim of the article is to identify the potential of digital technologies for the development of psychological and pedagogical competence of teachers. The review of scientific research shows that the system of additional professional education does not use digital technologies in full. It is a matter of applying digital technologies to improve the forms and means of transmitting information. Furthermore, it is noted that digital technologies used in additional professional education rarely support the emotional-value and reflexive aspects of information presentation.

The strategy of development of psychological and pedagogical competence of teachers proposed by the authors of the article is based on the following semantic lines:
a) forming confidence in the orientation of teachers in digital resources that support practical pedagogical tasks;
b) application of the cinema pedagogics method using digital video resources;
c) sharing the knowledge of teachers in virtual networks.

The pilot study was conducted on the basis of Chelyabinsk Institute of Retraining and Improvement of Professional Skill of Educators during 2018-2019. It confirmed the significant potential of digital technologies in the development of psychological and pedagogical competence of teachers. The conclusion about advantages, risks and limitations of the author's pedagogical strategy application in the wide practice of additional professional education of teachers is made.
