Abstract:
The role of highly qualified employees (who also have a wide range of general knowledge) has increased in both in the public and the private sectors. The general and professional competencies and skills that are absolutely necessary for successful worker need to be defined not only at the public administration, but in various fields. In this way, students could be better informed about what skills and competencies they need to develop.

This is incredible necessary: university students in general do not receive clear instructions during their education about what competencies they should actually acquire in order to effectively perform the tasks that arise in their future jobs. They can only rely on their own ideas and experiences when thinking about the public service and administrative officer careers.

This paper contains results of the sub-research which is part of a bigger project, where the researcher examines what kind of competencies and skills are required by the mayors at local governments in southern Slovakia on those municipalities where the Act. No. 184/1999 Coll. on the Use of Languages of National Minorities allows to use (beside the state language) minority language in administrative communication.

The aims of the research is:
1 to get a comprehensive picture of what competencies and skills are expected at the current administrative labor market
2 to summarize the results for higher education institutions that train people to the administrative labor market, so they know, what competencies and skills to focus on in the early 2020 in order to train people who are most capable of the labor market
3 to point out the differences between the results of the research in southern Slovakia and the competencies requirements issued by different countries.

The method of the research:
1 to study the competencies requirements of several countries in the field of public administration
2 to examine the subject offer of a university providing administrative training

We can say that communication competencies are generally important in all the countries, in places where administrative matters can be handled in more than one language, these competences are extremely prominent.
