RUSSIAN EXPERIENCE OF “LONGLIFE LEARNING”: SYNERGY OF THE STATE AND EDUCATION SYSTEMS

Abstract:
The article is devoted to the problems of partnership between the state and the education system in the issues of training and retraining of personnel for business and public administration within the framework of the “Longlife Learning” concept. The experience of continuing professional education, in particular MBA programs and other business educational formats, is analyzed. Particular attention is paid to state programs for the search and promotion of new leaders capable of responding to the challenges facing Russia.

The philosophical meaning of lifelong education lies in the objective variability of human life and the need for its adaptation to ongoing changes. Longlife Learning in Russia is a system of educational programs for the implementation of various professional and personal goals: the main educational programs (secondary vocational and higher education), additional professional education received in the framework of non-formal and informal education. In addition, along with additional professional, additional general developmental programs are implemented, in which adults participate.

The foundation of additional business education in Russia is the classical university MBA programs. However, they are successfully supplemented by other formats: conferences, seminars, business events. One of the largest events of this kind is the "Development Practices" festival. This is an annual nonprofit event. State participation in the process of training and promotion of highly qualified personnel for the national economy, business, state, regional and municipal government is manifested in the implementation of various educational programs and projects. The largest of them is the open competition "Leaders of Russia" for leaders of the new generation, representing a community of leaders who will determine the future of Russia.

In the work, the authors used a wide arsenal of methods of scientific research, namely: analysis and synthesis, induction and deduction, historical and logical, abstraction and concretization - this made it possible to cover all sides of the task and solve it.

The result of the work is the conclusion that the existing system of additional professional education in Russia, in particular in the field of business and management, meets the requirements of the “Longlife Learning” concept both in terms of the scale of activity and the age of students. The basis of this system are the classical MBA programs of state, private and corporate universities. They are complemented by other training formats, such as business festivals organized by non-profit organizations.

On the other hand, this educational ecosystem is supported and nurtured by state projects for training and promotion of highly qualified managers. The result of this partnership is synergy. The educational system prepares qualified managers, and government programs make it possible for the best of them to achieve high positions in both business and public administration.

The article contains an analysis of the structure of the lifelong education system in Russia, on the basis of which conclusions and provisions are drawn that could be useful both for the target audience working in the field of additional professional education and for potential consumers of these educational services.
