Abstract:
In Mexico, education is and has been a social and economic problem, with high deficit, on the one hand the lack of relationship between the state, public educational institution, industry and society, to participate in appropriate and adequate public policies in each region of the country, because each state requires a distinction to their economic development.
The reality the politic is so poor and selfish of our political leaders has shaken the social structure, leave the family the consequences they are lived every day; not only in Mexico but in other countries such as Spain, China, France, United States of America, to mention the more important. To be more critical this anti-academic environment in Mexico, the economic crisis we have experienced in the past 50 years, which have dismembered the families, mothers and fathers in this 21st century, must have two work to try to lead a decent life for their children's development.

In this economic crisis, the strategy of the government is to reduce the national budget to education and research, the problem of economic resources in educational institutions has worsened by a lack of infrastructure (proprieties Internet global network, classrooms, laboratories, libraries, workshops, computer centers) and the most important of all, the preparation of teachers with graduate degrees. It’s clear, that this situation affects educational growth and society in general. We don’t have students to be researchers, innovators or professors. Right now, our students are ready to be manufacturing working hands, but what we need in México and the world is young people with innovative ideas.

Senior management in public educational institutions, haven’t found their roll of facilitators, in the social participation and the lack of public politics of the government to make links with the industry and society; they have caused most educational institutions do not participate in solving local problems, because they have not linking. The financial support comes from economic resources distributed by the government through national federal projects that not resolved real local problems. The consequences are: Degree not suitable for regional development, inappropriate curricula at public education institutions, unprepared students, there is not research, innovation or qualified high degree professors; as a result we have to work to involve all sectors (universities, industry, society and government) for the benefit of local development, with a comprehensive development plan, motivated to solve the local problems (Porter and Kramer, 2011).

One of the currently politics operating in educational institutions is: "you do what you can, with little you have", a politic which in reality is far from doing the right thing, causing serious damage to the institution and the graduates, who doesn’t fill the standards demanded by their profession in the practice. With the involvement of all stakeholders (government, educational institutions, industry and society) it can do projects that benefit the region, which would establish, what would be the beginning of teamwork and new leadership.
