Abstract:
Introduction:
Science, as a system of knowledge, does not develop linearly upward, but it is a curve on which, in relation to every scientific field, a sudden growth or a period of stagnation can be observed. This uneven development is certainly related to the natural course of development of certain areas and disciplines, but also to the financing of scientific research. The idea of this research was to find out how much influence the financing of scientific research work had on scientific production. The second question we were interested in was finding how and how much funding and scientific policy influence the development of the scientific field.

Methodology:
Scientometric analysis was used to obtain data on scientific production annually and then compare all this with financial support in the observed period.

Analysis:
Links between the number of published works and financial resources allocated to the field of information and communication sciences were investigated.

The results:
The development of science and forecasting the development of science is impossible without a clear scientific policy and financing of scientific research work.
Theories of managing the development of science in the context of scientific policy have the purpose of regulating the life and development of the scientific community. Funding of scientific work and scientometric analysis of the results can provide an answer as to how specific funds affect growth or stagnation.

Conclusions:
Scientific policy implements the economic crisis in which the scientific community in Croatia finds itself, the law on scientific activity determines the retirement age for scientists at the age of 65, the number of new jobs has been reduced, a mountain of rules and regulations evaluate scientific research proposals, the evaluation of scientific publications and not scientific papers.
