Abstract:
The idea of identifying the Advances of the Top Education in Puebla City has been created from different perspectives:

· First: The Leaders of the world seek to diversify the sources of income and development of the cities. Until a few years ago, Puebla city has saw at the superior education as a development center. This city is growing from the self-propelling industry, nevertheless today the industry of services as the hotels, restaurants, hospitals and education, have managed to catch the look of investors and clients.

· Second: The relations of entail between companies, government and educational sector, are most solid than two years ago. In Puebla city has been adopted models of support microbusiness stimulated by the state government, entrepreneurs' programs given by the most important universities of the condition, credits to the word granted as microfinancial companies, etc, All these efforts, promotes the autoemployment and support to a great extent the installation of small, medium and big companies in the Entity.

· Third: The condition of Populates account with the necessary infrastructure to do that the educational sector begins to show in benefit of the development of the entity. Pupils and teachers has facilities for grow the competitiveness.

In this way, we have the certainty that major indexes of the human prepared capital, they will do that the competitiveness, the development and the well-being of Puebla City be a reality. Firts this paper seeks to generate relevant information that could be used by the leaders of diverse sectors in the capture of strategic decisions in order to increase the state competitiveness and to diagnose the relations of entail between the sectors educationally and governmental.

Finally the results of this research are contained in the book, which concentrates three big issues. the first one of them seeks to identify the advances that the top education has had in our city. The second shows two own methodologies to measure the entail and the competitiveness of the Institutions of Top Education, finally, the third offers two offers to detonate the development from the sector of the top education.
