Abstract:
The study aims to explore the interconnection of quality management system with learning organization and staff performance, whether the implementation of ISO 9001:2000 relates to the development of learning organization and staff performance or not. The issue of ISO 9001:2000 implementation in public or state-owned institutions becomes a central concern as common knowledge that government agencies are a lack of qualified and competent services. The need of better public services, specifically in educational or learning centers, becomes government’s main agenda. By using 178 respondents of two centers of non-formal and informal learning and applying correlational analysis, it tested four proposed hypotheses. The results revealed that the quality management system implementation highly related to learning organization and staff performance. The implementation of ISO 9001:2000 had also improved the employees’ performance at two learning centers. It obliges the government to apply a comprehensive policy of carrying out the quality management systems in all its institutions, particularly in non-formal and informal learning centers.
