Abstract:
The global expansion of micro-credentials has accelerated dramatically in the post-COVID-19 era, yet their implementation in Latin American higher education systems remains fragmented, under-theorized, and largely disconnected from both UNESCO's international frameworks and national quality assurance (NQA) mechanisms. This paper presents a mixed-methods study that examines how microcredential ecosystems can be built in Latin American higher education institutions (HEIs) by aligning regulatory, technological, and pedagogical dimensions. Drawing on a systematic literature review of 50 indexed sources (Scopus and WoS, 2020–2025), a comparative regulatory analysis covering four Latin American countries, and a case study of the microcredential implementation initiative at the Universidad Bolivariana del Ecuador (UBE) and the Instituto Tecnológico Bolivariano (ITB), this study identifies three critical alignment gaps:
(1) the absence of harmonized national frameworks that articulate microcredentials within formal qualification structures;
(2) the low adoption of open standards such as Open Badges 3.0 and blockchain-based verification technologies; and
(3) the pedagogical misalignment between competency-based microcredential design and existing institutional curriculum practices.
The study proposes a five-dimension Alignment Framework (RTPQA Model) that operationalizes UNESCO's definition of microcredentials, integrates blockchain-verified digital badges, and accommodates the accreditation requirements of Latin American NQA bodies. Findings suggest that institutional adoption of microcredentials in the region can be accelerated through technology-mediated quality assurance mechanisms, strategic institutional governance, and alignment with UNESCO Sustainable Development Goal 4 (SDG 4). Implications for higher education policy, institutional design, and EdTech platform development are discussed.Keywords:
