SPECIAL ASPECTS OF MEDICAL SUPPORT IN EDUCATIONAL ORGANIZATIONS FOR CHILDREN WITH HEALTH IMPACT ASSESSMENT (HIA) IN RUSSIA

Abstract:
Operating efficiency with children with Health Impact Assessment (HIA) depends on a well-coordinated and comprehensive medical impact for part of different medical professional: pediatricians, psychiatrists, ophthalmologists, otolaryngologists, etc. However, regarding Russia it's worth to remark the peculiarity: not in every instance, just 22.7% of medical workers are staff members of an educational institution. The survey of school principals and medical personnel was conducted in spring 2017. It should be noted that these were ordinary schools where which children with HIA can learn. According to the data the main difficulties for medical worker job opening are low wages (29.1%) and licensing arrangements (16%). At the same time, 88.6% of school principals believe that the presence of a medical worker in an educational institution is an important criterion when choosing a school for a child. Concerning complaints and/or suggestions from parents with a request to increase the number of medical workers or their office hours, about a third of the interviewed directors confirmed this fact. Patient's care management is provided in the doctor's office. In general, 47,1% of school principals rated doctor's office equipment as satisfactory. The main reasons of patient complaints are headaches (83.2% of calls), virus infections (59.3%), injuries (27.9%), vaccination (21.6%), 7.7% - other complaints, such as gastrointestinal and neurotic reactions. The average assessment of the medical personnel workload is 6.2, which is above average. In 84% of schools there is a psychological-medical-pedagogical board of doctors. It is worth noting that in 84.6% of schools over the past three years there were no any changes in the number of medical workers. And only 20.1% of respondents are fully satisfied with the quality of medical services provided in the educational institution.
