Abstract:
The rapid convergence of the green and digital transitions in Europe highlights the need for integrated competence frameworks that prepare citizens for sustainable participation in a technologically advanced society. This article proposes a novel conceptual framework that synthesizes the European Sustainability Competence Framework (GreenComp) with the Digital Competence Framework 2.2 (DigComp 2.2). Building on their complementary foundations, the integrated framework outlines four overarching competence pillars: Sustainable Knowledge & Awareness, Sustainable Digital Practices, Green & Digital Collaboration, and Critical Agency & Systems Innovation. Each pillar connects key sustainability competences, such as systems thinking, eco-responsible behaviour, and collective agency, with digital competences related to information literacy, online collaboration, responsible digital content creation, cybersecurity and digital problem solving. The framework enables a holistic understanding of how digital technologies can support ecological transformation while highlighting the environmental footprint of digital practices. It further provides a structured basis for curriculum design, teacher training, assessment, and educational policy development. By bridging these two major European frameworks, the proposed model supports educators, researchers, and policymakers in developing learning experiences that cultivate digitally competent, environmentally responsible, and socially empowered citizens, aligned with the goals of the European Green Deal and the Digital Education Action Plan. Keywords:
