Abstract:
The paper proposes the forward-looking vision for the quality assurance of learning processes based on world's best practices and standards and taking into consideration the features of the modernization of the Russian education system. Based on the analysis of the modern approaches and standards for quality management, risk management, knowledge management, etc., this paper presents a process approach to design and to management of educational activity that focuses on quality assurance and accessibility of education.
The main objective is the development of process approach and the set of function and information models for quality assurance of e-learning process based on the harmonization of the requirements of international and national standards for quality management and IT.
In accordance with the prospects and the opportunities of improving the educational processes based on information and communication technology (ICT), the authors propose to use the basic model of learning processes meeting the requirements of the international standard ISO/IEC 19796-1 «Information technology – Learning, education and training – Quality management, assurance and metrics – Part 1: General approach». The basic model of e-learning processes is harmonized with fundamental requirements of the international standard ISO 9001:2015 «Quality management systems – Requirements» and is implemented as function and information models necessary for the automation of educational activity management with the use of modern IT tools.
The paper describes the specificity of the Russian education system concluding the presence of Federal State Educational Standards (FSES), which contain requirements for academic training, and professional standards.
According to different approaches and requirements the process model ensures quality processes of university's educational activity through a high level of harmonization with the international standards. It allows successful implementation of procedures of public and professional-public accreditation according to standards and guidelines requirements of the European Association for Quality Assurance in Higher Education (ENQA), the European Foundation for Quality in e-Learning (EFQUEL), etc. It also allows to take part in the competition for the Russian Government Quality Award according to the European Foundation for Quality Management (EFQM) Excellence Model. The implementation of the EFQM Excellence Model criteria enables to make a comprehensive overview of university's processes for analyzing and improving. It enhances the competitiveness of university in the educational market.
Process approach for quality assurance of learning process is reasonable and take into account international practices and requirements of standards for quality management and IT. The developed function and information models of processes is basis for development prospective Learning Management System (LMS) based on requirements of international standards. Requirements profile for quality management of main learning processes was developed on base of the harmonization of standards.
