Abstract:
A relative model of educational quality cannot be established according to general criteria. Its assessment is based more on cultural and historical values, but also on the contextual resources available. Currently in Sibiu County (Romania) there are a small number of private kindergartens with an extended program and teaching program in a foreign language of international circulation. Parents of preschool children opt for private kindergartens with a nursery program and teaching in German, the state kindergartens being overcrowded and the groups are made up of a large number of children. This paper presents a comparative analysis of private and state preschool institutions in Sibiu (Romania), in order to optimize the process of continuous improvement of the quality of these institutions. The questionnaires applied to a number of 50 families whose children are to be enrolled in kindergarten in the next school year showed us that parents prefer into a very high percentage of kindergartens with extended program. Following the analysis of the internal and external environment and the SWOT analysis performed, it was easy to identify the problems that may be prevented in the teaching process, as well as measures for their application or removal. The grouping of problems and benefits on the basis of the four SWOT categories has made it easier to identify a strategy and ways to develop a modern curriculum that is more quickly adapted to the reform and its requirements. Starting from the clients' requirements, using as a planning tool QFD - the development of quality functions, the design of the quality of the services offered by the kindergartens was taken into account.
