Abstract:
The paper presents how serious the pandemic emergency can become, how drones can be used in emergencies, how their use can limit the spread of the epidemic and how the distance learning has a future, at least in this area. The measures of the Department for Emergency Situations are beginning to have effects. This aspect can be seen in the first part of the paper, as from March 28, 2020, the number representing the people confirmed to be infected with Coronavirus is not approaching the maximum limit. From the calculations it resulted that it starts to decrease (the difference between the number of persons calculated using the maximum coefficient and the number of confirmed persons). The rate of infection with Coronavirus COVID-19 is alarming from day to day and may become serious in the absence of even more effective prevention and control measures. There are signs of slowing the spread of the virus compared to the first 27 days, but it will last until it is finally stopped. Also, the number of isolated and quarantined people shows us how fast the contamination rate can be. In the second part of the paper, it is presented in what conditions the drones can fly in peace time (according to the Romanian legislation) and how the drone flight can be authorized in emergency situations. Also here are the series of specific missions that drones can perform in the event of a pandemic. The objective of the paper is to highlight the importance of distance education in the crisis situation, triggered by the pandemic. Drone procurement proposals are being made within the structures of the Department for Emergency Situations and also, an online training variant of civilian remote pilots to meet the needs of using privately owned drones in an emergency situation (when is triggered by the pandemic). Their preparation is more or less advanced in order to act in a major emergency situation. The practical method consists of the need to set up institutionalized training centers of distance learning (online) that cover a minimum necessary training regarding the operation in a major emergency situation, such as: distribution of sanitary materials, food, materials of strict necessity and medicines without human contact with the infected persons; the cleaning and the aerial distribution of disinfection and pest control substances; the supervision, monitoring and control of areas of special importance (real-time coordination of the intervention teams). What I want to emphasize in the paper is the importance of carrying out at least one specialized online call, with online testing for a situation similar to the one we are facing now, namely the pandemic. The result of setting up distance education (online) for drones will be to provide the necessary qualified personnel, carefully selected and focused on order. Only under a single command will the airspace be able to be deflected from the immediate vicinity of the outbreak and will be able to operate with the drones on priority levels.
