Abstract:
The growing interest on natural resources exploitation in the Black Sea area leads to the need for an increasing number of qualified personnel to work on offshore installations.

At first glance the question seems simple, but bureaucratic thicket and reluctance of some institutions make it difficult to achieve this. Two years ago we proposed a master program, with the implication of three higher education institutions, each of these with some specific issues, so graduates can gain skills so as to cover the entire umbrella of requirements in the operation of offshore installations.

Unfortunately, the legislation in Romania had not achieved a convenient form of such a type of program yet. Moreover a problem of logistics has appeared, making the proposal to be abandoned. But not the idea. Constanta Ovidiu University considered that it can reshape the syllabus of engineering section that is no longer attraction to students and opens the door to a new section covering exactly what we proposed in the previous consortium. It is true that the level is lower, to undergraduate degree, but in this case, only one institution is involved in the implementation of the proposal.

Also, we took into account the requirements of companies engaged in drilling, extraction and supply of offshore installations, which provided us advice, technical support and guarantee the absorption of graduates after graduation.

We are already in the second year of implementation of this program and the conclusion is that it is appreciated of high school graduates. More, it has revived the section chosen for this transformation.

The paper presents the premises that led to the realization of the engineering section and the way it its curriculum was designed and rearranged.

Also, we presented in figures and graph of the number of students involved and their share in the department.
