REORGANIZATION OF THE RUSSIAN UNIVERSITIES AS THE DIRECTION OF THE IMPLEMENTATION OF THE NEW STRUCTURE OF HIGHER EDUCATION

Abstract:
The modernization of the economy requires highly skilled specialists both in the field of technological innovations and in the management. Obviously high-quality training of professionals assumes the additional investments and centralization of resources in the sphere of the higher education.
At limitation of volumes of the additional investments in education a rational solution of a problem of improvement of the high-quality training of professionals is concentration of resources during the process of reorganization of institutes of the higher school.
In Russian Higher Education operates both the public and the private universities. Reorganization of private universities through mergers and acquisitions lead to consolidation and change their ownership structure. In that respect the reorganization of the private universities is the reorganization of the commercial business units with stages and regularities inherent in this process. The statistics shows decrease in the number of the private universities in the education market for the period from 2010/2011 to 2014/2015 academic year on 11% for various reasons, including as a mergers and acquisitions as well as the cessation of activities due to the revocation of the license for educational activity.
Reorganization of public universities has a number of features. These should be indicated as follows. Firstly, the owner of the university does not change, because it is the state represented by the Federal Ministry of Education and Science, or municipal governmental body. Secondly, the initiative of reorganization belongs to government. Thirdly, the reorganization carried out in accordance with the state program of development of education and can not have a commercial benefit in the short term. Fourthly state bodies independently select form the reorganization of the university.
That forms can be:
1) joining the university with a weaker monitoring indicators to a more sustainable university
2) combining two or more universities and on that basis to create a new one university.
Fifthly, the public authorities select the concrete higher education institutions for the purpose of their reorganization without coordination with administrations of higher education institutions and teachers. Sixthly, the Ministry of Education and Science independently counts the budgetary funds for the support of the reorganization of higher education institutions.
In the process of reorganization of the universities a new structure of higher education is created in Russia. In the first stage of the reorganization by connecting small to large-scale structure of universities formed the Federal universities. By 2015 10 Federal universities were established in the different regions of Russia. That type of the universities offer a variety of training programs and also have the research centers, scientific laboratories, new campuses.
Other type of the Russian universities is the National Research University. It is the status of university given on a competitive basis to those universities which have passed process of integration and have received investment resources from the state and some sponsors.
Ta the present time the "supporting" type of the universities are established in a number of regions. “Supporting” University are the center of the network structure of the regional universities. Keywords:
