Abstract:
The article is dealing with the internationalization study of science and education in terms of transarctic cooperation of Northern states. The research was carried out on a basis of hypothesis that innovative development is being ensured by effective system of knowledge repro-duction, when Arctic universities, becoming international institutions, increase students' mobility and cross-border cooperation in various spheres of public life.

Methods of the research are cluster analysis, cabinet studies, comparative analysis. A study was based on both collection and analysis of 10 quantitative indicators characterizing level of internationalization for large Arctic universities with a minimum contingent of 3,500 students. There were selected 10 large European, Canadian, and American universities as well as 5 Russian universities engaged in transarctic cooperation in terms of Arctic and Subarctic research and exploitation. Based on the analysis, Barometer for transarctic cooperation potential evaluation of northern universities was developed - an infographic tool for internationalization monitoring at a macro-regional context.

The study once again has proved that universities as international institutions engaged in transarctic cooperation have formed a research-educational cluster while transferring the idea of integration for connecting Arctic space and conditions for northern states’ effective transarctic cooperation.

In conclusion there were suggested recommendations for transarctic cooperation potential upgrade for the Russian Arctic universities.
