THE EFFECTS OF RESOURCE ALLOCATION ON EDUCATION SYSTEM

Abstract:
In the context of globalization, Romania is constantly competing with other countries of the world and tends to join the circle of developed countries, characterized by a high living standard and civilization.
The change of political regime in 1989 and the transition from a communist centralized state, to a capitalist organization, based on modern principles of market economy, caused a major upheaval in all economic and social systems, implicitly education.
If in 1990 it was estimated that in Romania there is a performing education system, based on financial resources allocated for the sector and society's demands of the time, currently performances in education are far from satisfactory for the Romanian society, even if, in financial terms, it can be considered that there has been an increase in the financial allocation in the field.
The article presents a study of official documents and information materials from the cyberspace, on the amount of financial resources allocated by the Romanian government to the education field, especially in the period 2000-2015.
The research methodology was based on quantitative and qualitative analysis of the information from reports published on national and international websites, on the allocation of Gross Domestic Product (GDP ) for education in different countries, and on the results of Romanian students in international tests (eg. PISA testing). We intend to demonstrate the research hypothesis that a direct correlation between financial resources allocated by governments and school performance, measured by the results of international assessments, cannot be establish. This is backed by several models of strategic intervention in the management of the school to improve student achievement , not only at the cognitive level, but also to decrease dropout issues.
Our research shows that not only financial resources are important for improving school results but especially human resources, students, teachers, managers operating in the system, which can cause effects directed towards increasing the quality of education .Keywords:
