Abstract:
Digital Transformation (DT) is a contemporary and emerging paradigm that push and power organizational changes in modern organizations, both in the private and government sector. DT is not only a technology-oriented change but rather a technology-supported way of transforming institutional operations, improving business processes, redefining business models, and enhancing products and services causing a shift in mind and change in organizational culture. DT paradigm is strategy-oriented and customer-centric, it is based on the introduction of organizational and technological changes in products/services, business processes, and/or business models by the implementation of contemporary Information and Communication Technologies (ICT). An Educational Ecosystem (EE) is a concept that emphasizes the connection and collaboration between the stakeholders in education from government, ministries, school leaders, teachers, parents, pupils/students, and other organizations private or governmental involved in supporting pupils/students in their educational endeavors and providing them quality education and all necessary services in that process. In this ecosystem, the government or other supporting institutions allocate and implement various grants and subsidies to support the educational process, and in the related processes schools and parents/pupils/students are often significantly burdened administratively. Grants or subsidy applicants are expected to collect and deliver documentation proving the right to subsidies, which involves the evidence coming from the educational system itself or other public administration / local self-government, / parents/employers, etc. All of this causes time and resource costs that can be either avoided or minimized with the use of modern ICT and by the digital transformation of the whole education ecosystem, in sense of supporting educational processes and stakeholders in grant and subsidy allocation.
The research and results of this paper seek to review, analyze and improve this educational ecosystem in part of the grant/subsidy processes and the educational processes involved, from literature review, practice in other countries, and personal practical experience to provide a big picture, of possible digital transformation in this area and accompanying processes.
