Abstract:
The development of the "Creativity and Innovation Competency Assessment System for Local Innovators" project emerged from the recognition of a significant challenge: existing competency measurement and assessment tools do not adequately cater to individual needs. Furthermore, there is a notable absence of tools capable of generating visual data reports for researchers, as well as tools for creating both criteria-based and group-based competency assessment forms. Addressing these gaps, the project aimed to develop a multifaceted tool designed to enhance the evaluation of creativity and innovation competencies among local innovators, thereby fostering human resource development.

The objectives of the project were multi-fold: firstly, to develop a tool that allows for the creation of customized assessment forms tailored to specific objectives; secondly, to devise a method for analyzing assessment results across both key indicators and their sub-indicators; thirdly, to produce visual data reports showcasing the assessment outcomes through bar charts and spider webs for both individual and collective evaluations; and lastly, to establish a prototype and process (ICAT) for generating a standardized competency assessment form. This form is aimed at evaluating four main components of local innovator assessment indicators—Creativity, Creative Teamwork, Creating Innovations for Success, and Participation in the Development of the Innovation Community—spanning 18 sub-competencies in total. The development of an assessment form specific to local innovators was conducted with the input of 25 experts who undertook the tasks of analyzing and synthesizing creativity and innovation competency.

This process included validating the consistency of the local innovators' assessment form through Confirmatory Factor Analysis (CFA) from a sample size of 368 subjects. Furthermore, a trial involving 50 research samples was conducted in Thailand to test the developed indicators, measurement models, and assessment form for creativity and innovation competency among local innovators.

This project led to the creation of a prototype for a competency assessment form for local innovators, named ICAT. This prototype has been integrated into a web application known as Watpon.tools. This platform facilitates the creation of various online measurement and assessment forms, aiding in the collection, analysis, processing, and reporting of academic and business research data. It supports the generation of comprehensive big data from assessment results across various areas. By providing standardized assessment and measurement services, Watpon.tools plays a crucial role in evaluating the competency of local innovators in creativity and innovation, offering valuable insights for future human resource development.
