Abstract:
In accordance with UN decisions, all countries should consistently integrate volunteering into policy, legislation and social planning. In Russia 2018 was declared the "Year of Volunteer" and a significant part of the budget was allocated for the implementation of the National Strategy for State Assistance to Volunteering. One of the directions within the framework of this strategy involves creation of special informational systems and development of training for potential volunteers which is accessible to all Russians and includes usage of new technologies. In the last year an informational system where volunteers and volunteer organizations are registered was launched. This portal contains teaching materials for volunteer organizers and online courses for volunteers.

The report presents the results of a nationwide survey of volunteers (N = 830, sample type - quota), a semi-formalized survey of experts organizing volunteer projects in various regions of Russian Federation, as well as heads of regional volunteering resource centers (N = 121, sample type - target). The studies were conducted in December 2018. The authors analyze the views of Russian stakeholders with volunteering experiences, as well as non-profit sector experts on the effectiveness of measures aimed at supporting volunteer initiatives at the national level, including awareness and assessment of the effectiveness of volunteer online training resources.

The study revealed the demand for educational resources among the Russian volunteering community, which are represented by the federal Internet platform. The data allows us to prove that the degree of involvement in volunteering (regularity of volunteering) increases the likelihood of engaging in online volunteer courses. Volunteering NGO's specialists appreciate the value of online courses too. The data show that online training is a common and effective practice in the activities of the third sector, where the shortage of resources is traditionally manifested.
